SEOC Funding Matrix

Please read and accept the terms and agreements below to continue.
Purpose: To replace SEOC-2011F-002 and continue the original purpose which is, to establish a set of guidelines, rules, regulations, and policies that will apply to all Registered Student Organizations for the 2011-2012 school year.

Note: This matrix is subject to change at any time so long as the amended proposition has been passed by the SEOC at a committee meeting. If at any point it is changed, an SEOC Senator will be delegated to issue the amendments to the Director of Student Activities who will then distribute it to RSO Advisors who will inform the RSOs. If at any point an RSO has an issue with any change, or with the matrix, they may petition the SEOC to change the guideline, rule, regulation, or policy in question.


SECTION 1. SHORT TITLE

This bill may be cited as the "SEOC Matrix Regulations of 2011-2012"


SECTION 2. DEFINITIONS

RSO – Registered Student Organization. Any club, center, or organization, that has been verified and approved, and is an official member of SAGroups.
Printing – Banners, posters, fliers, and any other media that can be done by Quinn Graphics.
Certified official – An RSO president, treasurer, center coordinator, or assistant center coordinator who has completed the online training and signed their contract as stated in the training program.
Year – Academic year, consisting of fall and spring semesters. (Fall 2011-Spring 2012)
SEOC – Student Events and Organizations Committee. The SEOC is responsible for oversight of RSOs, including semester reviews. SEOC is responsible for space allotments and organization budgets.

SECTION 3. FUNDING REGULATIONS

Section 3.0.1: The funding cap is $7,000 per RSO per year. 
Section 3.0.1a: No RSO is guaranteed $7,000 per year. All requests will be reviewed in the context of the entire available SEOC budget.
Section 3.0.1b: Any individual budget request in excess of $2,000 will require an interview of an RSO-certified official at an SEOC meeting. There they will present their request to the senators in attendance in order to quantify and explain their request.
Section 3.0.1c: Budgets are reviewed and amended based on a cost-effectiveness agenda. Review, amendment, finalization, and distribution of funds will take a maximum of 3 weeks from the date due.
Section 3.0.2: RSOs must describe in specific line-by-line detail how each dollar requested will be spent.
Section 3.0.3: The maximum food maintenance request is $100 per semester.
Section 3.0.4: No RSO will receive SEOC funds for printing. RSOs must contact their advisors to use available free printing provided by Quinn Graphics, located in the Quinn building.
Section 3.0.5: Only certified officials recognized by SAGroups are authorized to spend for their RSO.
Section 3.0.6: In any case where Student Activities Trust Funds are distributed by the SEOC to an RSO for an event, should the RSO utilize said funds for the event, and either charge admission or list suggested donations at the event, all revenue collected by the RSO from this event, up to 100% of the amount used to fund the event, will be sent back to the SEOC.
Section 3.0.6a: All excess revenue generated beyond the monies used for the event will be placed in the RSO's account. 
Section 3.0.7: In case an RSO goes into debt or is running a deficit from an event, the RSO will have to report to the SEOC, which will then determine any appropriate action.
Section 3.0.8: SEOC will not fund off-campus trips and conferences. Any RSO that seeks funds for off-campus trips and conferences must seek assistance from the Budget and Finance Committee a minimum of 6 weeks in advance to secure funding for these trips. 
Section 3.0.9: RSOs will not be funded for individual computers unless the computer is absolutely necessary to fulfill the mission of the organization.
Section 3.1.0: RSOs will not be funded for individual printers unless they are absolutely necessary to fulfill the mission of the organization.
Section 3.1.1: RSO office supplies are funded by the SEOC. Once funded for office supplies, an RSO-certified official must speak to their RSO-advisor in order to purchase their office supplies through W.B. Mason, our contracted vendor.
Section 3.1.2: During the 3 week period of budgeting after the budget deadline, if there is an amendment made to a budget request, it is the duty of the RSO to be aware of any amendments to their request. Furthermore, it is the duty of the RSO to contact their Senator or an SEOC Senator to appeal any amendments made to said budget request. 
Section 3.1.3: All funding decisions after the budgets have been submitted are final.
Section 3.1.4: All budget requests must be submitted prior to that cycle's budget deadline. All requests submitted after this deadline will be denied until the next budget cycle.


SECTION 4. MAINTENANCE BUDGETS

Section 4.0.1: Only certified officials may submit a maintenance budget.
Section 4.0.2: Each RSO may submit a maintenance budget request by the stated deadline for any given budget cycle in order to receive funding.


SECTION 5. EVENT BUDGETS

Section 5.0.1: Only certified officials may submit an event budget.
Section 5.0.2: Each budget request for any given event must be requested independent of the maintenance budget.
Section 5.0.2a: Each budget request for any given event must be submitted separately.
Section 5.0.2b: Should an event be cancelled or delayed due to uncontrollable circumstances, it is the duty of the RSO-certified official to inform the SEOC of this change as soon as the RSO-certified official becomes aware of said change.
Section 5.0.3: A basic lighting system for Campus Center reservations is now available for use at events. The lighting system can be booked during the Campus Center space reservation process.
Section 5.0.4: Events with no monetary request are encouraged, as they help SEOC track the activities of RSOs.


SECTION 6. SPACE REGULATIONS

Section 6.0.1: Any RSO may request an office or locker space from the SEOC when SEOC is issuing and/or allocating spaces.
Section 6.0.2: All RSOs must sign the space contract when they have been assigned any locker or office space.
Section 6.0.3: All RSOs must abide by the space contract.
Section 6.0.4: If an RSO violates any clause set by the Space Contract then the Judicial Branch will determine appropriate action.
Section 6.0.5: All RSOs must abide by the Campus Community Regulations.
Section 6.0.6: Anyone may submit a space complaint to the SEOC and/or Judicial Branch.
Section 6.0.7: If the SEOC receives a space complaint, the SEOC Committee will review the complaint, suggest appropriate action, and forward the SEOCs recommendations, along with the space complaint, to the Judicial Branch to determine appropriate action.
